If you have been looking at plots in Palwal, you have probably seen "DDJAY approved" on many projects. DDJAY stands for Deen Dayal Jan Awas Yojana, Haryana's affordable plotted housing policy. Here is what it means for you as a buyer.
What is DDJAY?
The Haryana government notified DDJAY in 2016 as its Affordable Plotted Housing Policy. The aim is to give more families access to licensed, planned plots in the state's low and medium potential towns, so that they do not have to turn to unapproved colonies.
To keep prices within reach, the policy reduces some of the charges a developer pays to the state, and it caps the size of each plot.
Key rules of the scheme
- Plot size: a plot can be at most 150 sq m, which is about 179 sq yd.
- Where it applies: residential zones in the development plans of low and medium potential towns, such as Palwal.
- Licence: every DDJAY colony is licensed by the Department of Town and Country Planning, Haryana, which approves its layout, roads, parks and services.
- Time limit: the developer has to complete the colony within 7 years of getting the licence (5 years, plus up to 2 more).
- Building on the plot: when the policy was notified, it allowed a floor area ratio of up to 2 and ground coverage of up to 65%. Building rules are revised from time to time, so confirm what is allowed on your plot before you plan your house.
DDJAY near Faridabad
According to a report in The Tribune, the Town and Country Planning Department has stopped the scheme in the 2031 development plans of Gurugram-Manesar and Faridabad. That makes Palwal, just south of Faridabad, one of the closest places to buy a DDJAY plot.
How to check a DDJAY project
- Ask for the DTCP licence number and check it on the Town and Country Planning Department's website.
- Find the project on the Haryana RERA website, and check that the developer's name, the project area and the licence number match the licence.
- See the approved layout plan and find your plot on it.
- Visit the site and look at the entry road, the internal roads, the parks, the drainage and the power lines.
